Call the local ER (or a pharmacy like Rite Aide), and don't touch your eyes.

Burning Skin

Try rubbing alcohol first to remove the burning oil. Then, soak the skin in milk or another dairy product. Only use water or saline for your eyes, the best way to combat the chile pepper heat is to use rubber gloves when handling peppers. Good luck.

Soak your hands in milk or yogurt. The casein protein breaks down the peperein enzyme of the hot peppers.
I once was slicing a bunch of jalepenos and my baby finger went numb for three days cause I forgot to wash.

The heat from the peppers is oil based. Use something like Dawn dishsoap or rubbing alcohol to wash your hands and remove the oil. You may have to the several times before the oil is completely gone.

Believe it or not, rinse your fingers with milk. Milk neutralizes the acidic juice of the peppers. Next time you're working with hot peppers, wear vinyl gloves to keep the juice off you.

Not sure if this will help, but the person a few steps above me had it right, it is oil based and water will not help.

I know that drinking milk will help if you eat or get some in your mouth, so it might help, but I can't swear to it.\

Someone else above me had a good suggestion, don't touch other parts of your body till you get rid of it. . .

Hope the chilli was good. . .

Don't use anything, it's a time thing. Let your body to get rid of it by itself.
Or, you could probably use some chemical to neutralize it, by I'm not a chemist, so I don't know what to use.

P.S. No matter what you do don't rub your eyes!
