Everybody with their tongues out.

A saying: It means everybody is exhausted.

(have you even seen a dog tired?) exactly.

All the ones that are saying something about the language outside are talking nonsense. They don´t know the spanish expressions.

It is an expression, meaning evryone is tired. The translation would be "everybody with thir tongues out" like dogs, when they run they do this, we humans gasp or pant.
