He is six months old, we have been trying to use puppy pads. When he goes on the floor we put his nose in it, then immediately put him on the pad and make him stay until he either pees or for a certain length of time. He mostly pees on the floor, he will poop outside. I'm getting frustrated. It seems as soon as he gets off of the pad or in from being outdoors he pees.

We had a beagle with same problem - we would take her out every 2 hours and if she peed, pooped or made an attempt we would give her a reward, if she didn't we would put her in her crate with no toys

after a week or so, she began going to the door every time she had to go

Getting a crate is the best thing you can do for a dog. Not only does it protect your home, it gives the dog a home of its own. He will not want to mess it up. When you have time to keep an eye on him, take him outside, when he does his business, give him a treat then let him come inside to play for a while. Them take him outside again just before he gets put back in the crate. Always reward him as soon as he goes in the right place.

I have potty trained numerous dogs in my life and the best way I know how to do it is take them outside every couple of hours and let them do their thing then praise them with pats or treats. Do this for a week or two and then your dog will start standing by the door when it wants to go out. If the dog messes in the house tell them "no" and then take them outside. This usually works.

we have a beagle who is almost 2 and what helped the same thing the nose in the accident. then make sure when she has water take her outl ike 20 min after and no water 2 hours before bedtime..
we had a hard time with her too but bam one day she was whining by the door and she got it.. also i forgot to add is when you see your beagle sniffing and just looking antsy take him or her out....

kind of complicated if you ask me.
If a dog does his/her buisness in the floor, just take the dog to where the "accident" is and put their nose in it. Then put the dog outside.
It seems to work with my dogs.

you should just put newspaper and when it pee on the floor yell at it and put its nose near the pee and hit it woth a rolled up newspaper
