Can I paint my ugly 1970's storage heaters or decorate them in any other way?

You can paint them, however if you do be certain to paint them gold or silver. Any non reflective color will rob heat from the room.
Radiators are designed to give heat, but they can rob it just as well.

Yes you can but you should use a paint that's especially for hot surfaces. Home Depot and other places sell radiator paint which will do the job.
