battery is fully charged, headlights bright, I turn the key and I hear solenoid click, but starter doesn't spin, ???? causes???

If you are just hearing the click when you turn the key, and you have good cables, connections and a good battery it is either of two things.
A bad starter or the starter relay. Depending on what kind of Dodge it is they are usually mounted on the fender or firewall somewhere near the battery.

The starter is a ''Reduction gear starter'' and has a gear system inside that is engaged by a heavy duty solenoid. Until the gears mesh correctly the starter won't spin. The clicking sound your hearing may just be the starter relay, a smaller solenoid that completes your high amperage connection from battery to starter motor. So, all this said, it does sound like you should buy another starter unless your mechanically inclined. If so you could repair the starters solenoid, but I'm not so sure you'll save any money. These auto part supermarkets they have today have made things like rebuilt starters so cheap you would have to be crazy not to get one there!

The solenoid still may be your problem as the power from the battery goes thru the solenoid to the starter motor. The fact that the lights stay bright, and the starter motor does not spin suggest it isn't getting the power.

Remove the starter and call your auto parts service near by like Kraigen, auto zone or any store, and they will bench test your starter for free

Is it worth it? To me it may be, yet i won't be able to assert for you.

try running a wire from the positive battery post to where the positive cabe connects to the starte/solenoid. if it starts just change your positve cable. same thing happened to me

there is a starter relay on the firewall or maybe the fender. it has five wires I think. It has been awhile since I had to replace one.

first make sure all your connections are tight and clean and then if you still have that problem replace the starter and you should be good to go.

the terminal on the bottom of the solenoid should be hot when you have it in start position

Take it to AutoZone and they'll do it for free as will some others. My guess is the brushes are worn out.
