I have liked this certain guy for over 2 years now, I asked him out last year but he said no...do i ask him out again this year? It seems that we have a better relationship torwards eachother than we did last year. I mean he flirts with me but only once in awhile...i really am confused!

You could tell him honestly this year how you feel and that his flirting sometimes confuses you. But be prepared for the worst if there is any. If he's a cool guy he should still act respectable towards you and take it as a compliment. If he's not interested move on girl! "There's more fish in the sea."

Why don't you try asking a group of friends to go out and invite him. Then, you guys will be out together and it won't seem so awkward if he really does just want to be friends. Then, if everything is going good, ask him if he wants to go out again just you and him.

If you already asked him out once, and he said no, do not ask him again, if he wants to go out with you, he will ask, other wise you will just look like an fool, for asking him again

He knows that you like him because you asked him out. If his feelings change, he will ask you out. As of now, he is not interested in you so move on to someone who is.

Maybe you could jokingly tell him your offer to go out is still open if he ever changes his mind. Then leave it up to him. If he doesn't respond fairly soon after; Move on, he's not interested.
