As far as I know there is no set procedure. What you have to consider that if someone is on here, asking a question, the situation is not going to be that desperate!!!
There are some very strange people who delight in asking "questions" which imply they are suicidal or in serious trouble.
I take them with a pinch of salt, Im not hard or unfeeling, but I have been on here a while and seen it all before;

If they don't have a phone why don't they e-mail the hospital for help? I can think of a dozen more useful ways of receiving emergency medical help than coming here. If it was an emergency I would only come here to ask for the URL or phone number of the hospital or social services.
I don't doubt that some people will come here instead of a better place for emergency help, this is because these people are either mentally disabled, mentally ill or just fools. The first two kinds of people I just mentioned deserve the best help we can give them, the fools won't heed good advice anyway so I don't know what to do with them.

The way I see it is if these people really did need the emergency services they would not be wasting their time asking for help over the internet. There are some very sad people out there that get their kicks from others worrying and for what? points?
Dont you worry about them as they know exactly what they are doing!
