They go to Hell automatically. Jesus can't stand Neanderthals. God hates them too, and he doesn't like their fossils.

One time God apppeard to me in a dream, and he said: "One thing I really detest is Neanderthal fossils."

In the pre-creation days there were other "tribes" on the planet. The Bible hints at the "daughters of the earth" taken as wives by Adam and Eve's sons. The Jewish Caballah also mentions the stage of "Lilith" before there was Eve.

Adam and Eve's lineage represent the stage of humanity where self-awareness of free will took place. By the sacrifice and redemption in Christ, that free will is rejoined in harmony with God's will for the entire creation. Once we completely fulfill that stage in our spiritual development, all the other answers will be understood. I believe all humanity and all creation will be saved in the process, but other people believe by then the material universe will cease to exist and only the spiritual truths will remain. Either way, since we cannot know all of God's truth, the most we can do is work together to establish truth where we do have hope and reason for agreement. If humanity can even learn to co-exist peacefully on the planet as we know it today, all the other answers will take care of themselves.

Really, one of the only real differences between us and them is the development of the psychological structure called the ego. In those terms, yes they have souls. I don't hold conventional ideas of heaven. But I believe everybody survives death.

Neanderthals are humans.
They made them look more ape like by not properly setting the jaw bone (it is out about 1 inch).

I'm not sure "neanderthals" really existed as a separate species. There are several different physical conditions that could have resulted in such deformities, if deformities is what they really are.

God alone determines who is human or not. The average person has NO VOTE in this matter (now that you mention it, the above average person doesn't have a vote in this matter either!).

If the skeletal remains you refer to really belong to human beings, then yes, they would have had souls that could respond to God. They could go either up or down after death, depending on their response to God.
