we keep the food and litter box in the basement for the cats, but when our dog comes down we have to blockade the area so he cant get in, but now the cats have to suffer until we go back upstairs and undo the blockade.

I think most of us with dogs and cats have this problem. I keep the boxes in the "cat room". I put up a baby gate, the kind with the rubber mesh. I cut out a very small hole just big enough for the cats to crawl through in case they are too lazy (which they are) to jump over it. It keeps the dogs out quite nicely.
Baby gates are not very high. We just step over it, so I never have to take it down.

Yell NO while he has his head in the litter box. Do this everytime you see him doing it and he will eventually get the point.

Use a pet gate that has an opening for small pets:

Try sprinkling hot pepper powder on the poop (something like cayenne pepper) it doesn't harm the dogs, but it puts them off as they get red hot mouth which they don't like and relate cat poop to being nasty and hot....
