If you have another way to pay, yes. If you find some hole-in-the wall place that doesn't submit the transaction electronically (or a store whose system is currently down) than it'll go through to pay them and put you over your limit.

Why do you want to pay the high fees anyway? I do it the old fashion way by saving my hard earned money. I rather wait then have commitment to my credit card.
