example:
Where i say my voice into my microphone and if it is the right voice pattern i will be able to go on

for a voice command program try e-speaking (free demo) or Dragon Naturally Speaking. However for one that only follows commands when the right voice uses it, you need an actual voice security program which are more likely only to do things such as allow access to your computer and then will not verify the voice until the computer is restarted or logged off.
