Not for mobile phones. You can just go in a shop, buy one, put £10 and start calling. No need to register it anywhere.

u have to know their service provider to find out someones mobile number unless they opted for it to be kept hidden, it works the same way as directory enquiries, each provider has their own listings, ie, orange, virgin, t-mobile etc, good luck finding ur friend
