Unless you are buying a car you dont need any more information, if the car is legit you will be getting the V5 with it.
You only need the registration to get an HPI check done.

You can ask the DVLA to send you a form to fill in, which used to cost 2quid. If they reckon you've good reason to know, they'll send you the registered keeper's name & address. But they'll also let owner know who's asking, so if it's to batter someone who cut you up, you'd better have some big mates!

You can fill an application form out from DVLA, they will sell you the information, they used to charge £5

Used to be able to write to the DVLA, pay £5 and get the answer. Did it once when someone hit my car. Try their web site.

try this website, it has many different types of search from VIN numbers to plate numbers, but there are legal requirements for making searches, you will have to find out if what your doing is legal first.
