Well, the U.S takes more immigrants in annually than any other in the world, and that's just including the legals. We seem alot less generous because every year we have so many more than we can take in. I think Canada also tends to be rather liberal. Many smaller countries will allow you to move there, but may restrict your occupation, land ownership, or other such things. For example, if you wish you may move to Thailand, but you may not work in such fields as hairdressing or other fields. Only a Thai may do so. And in Spain while you wait for your papers, the authorities are free to search your home and interview your neighbors. One misdeed, and you'll be out on your bottom.
It really often depends on your country of origin too, those from wealthier countries often have more lax requirements, as their risk of an overstay is not as great as someone from a very poor country.

Canada has more liberal immigration laws than the U.S. The U.S. is somewhat stringent.
