That’s a tough question because the only tools that we know does a great job however you will pay the price. We have not seen any freebies that have all the bells and whistle that you may want for photo editing.
We compared two popular programs that has all the bells and whistle that you may need.
#1. Adobe Photo Shop, This program is an excellent photo editor that you can just do what ever you want with your wildest imagination. Allot of professionals leans more to this program because of its reliability.
The only drawback is the price; the full version can cost about $649.00.
#2. Corel Paint Shop Pro XI, This program is also excellent in editing photos and has a lot of bells and whistle that you may need at your fingertips. This program however is more of a friendly user than Adobe Photo Shop and the best part, there are sites that support Paint Shop Pro with tubes, frames, masks and much more. You can also use Super Blade Pro and other plugins as well as some of the Photo Shop Plugins.
The price however you pay is far less than Photo Shop. The full version cost around $79.00 and is far cheaper than Photo Shop.
We don’t think you will get the results you want without either programs mentioned above on a free photo editing software. But it’s the user preference on what they want.

I'm not big on the freebie software, it always seems to be underpowered or their silly annoyance windows pop up until you buy them anyway.
Try Serif Software PhotoPlus. You just cannot beat this software for the money. You won't spend hundreds of dollars like you do for PhotoShop.
I have purchased Serif's software since they came out in the early 1990's and have since always upgraded to the latest version. Upgrades are really inexpensive as well.
Currently, I own and use Serif's PagePlus (desktop publishing software), DrawPlus ( a drawing package, not for photos), and PhotoPlus (image editing software). Each package has power that has unrivaled power, regardless of brand or price.
Try Serif, you just cannot beat their software packages.

Adobe Photoshop will do just about everything, yes does cost a lot, but there are free versions on the web that are not just trial using cracks or serials
