Well what do you like to do?.... apart from get P1ssed, throw up and fall down? While the top answer was cruel, he made a point, your aim shouldn't be to meet people, that should be the happy bi-product. It's like buying a computer, but not having anything to use it for.
So figure out an interest that will net you a social life into the bargain. Maybe a short education course, but not cake decorating, as you'll end up with a bunch of sad old maids as friends ;-)
So what are you good at? Go explore that, and see who you meet along the way.

You need something to do by yourself which you have to do out and about. Join a gym. This is a good one. You can workout and mind your own business and maybe say a word or two to someone that you know always goes there. Be active in your community. Spend time at your homeless shelter or retirement home. You will meet co-workers there and socialize. Go out with them and end up in a relationship with them or someone whom you may meet along the way. There is no way to put yourself out there for someone if you don't advertise yourself. I'm not saying Join a Gym or volunteer. Just do something which involves being out of the house and around other people.

You don't always need to do things with someone. Maybe you should take some fun college course or do something by yourself. That way, you'll most likely meet more people. Sometimes hanging with the same people sometime prevents you from meeting new people.

Maybe you should start going out & doing things you enjoy alone & meet people who like to do the same things.
If you are into it, go to a bar or a coffee shop, if that's your thing. Join a club or group. Just find your niche & hopefully you will meet others who enjoy the same things as you do.

The problem pages always advise joining clubs or doing some kind of classes where you might meet people with similar interests.

Start by taking care of yourself. Rediscover who you are and what you like. When you have done this, get out and enjoy your newly found hobbies. Chances are you will meet someone who is interested in the same things that you are.
