no matter what angle you looking at it from, the people in pictures/posters always stare at you, WHY!

Most of the times, yes! But not always!
Eyes are the main means of communication, thus painters and photographers knowing this will add to their posters request such pose!

not all posters stare at you. sometimes it just looks like they stare at you because of the way they were drawn or taken.

Normal eyes are not a flat surface like they are in a photo. Eyes on a flat surface will seem to follow you as you walk if you are looking at them..............
