he always barks when we see another dog and tries to attack the dog, he never gives up he is very dog aggrsive what can i do to stop this

Have a friend help you if possible. Get a choke chain and be sure that you know how to put it on correctly so that it lets go when you release the pressure.

Set your dog up to do his BIG dog deal and as soon as he begins. You correct him with a jerk to the right and a jerk to the left while firmly in a low voice repeating NO, NO.

Then walk on and come upon your friend and their dog again and if he begins you do the same.

Keep going by your friend and their dog until your fella walks nicely by. Maybe he grimaces a little but no growling allowed. When he does it well give him a nice meaty treat. and lots of praise. He will get the idea fast.

Get help from a behavioral trainer.
You are going to need help to fix this problem.
Male Dobermans can be very dog aggressive and it is always going to be an issue that you will have to work on.
Get help.
Look at any shelters in your area or humane societies or places that do training but you need someone who is used to working with large breed assertive dogs. Not a class type setting but one on one consultation.

Dobermans are guard dogs by nature, therefore barking is their way of alerting and protecting, try to start out slowing socialising him with other dogs in a neutral area (not teritoral), it takes time and do not punish him for what he does wrong, reward him when he does good.
