If she's peeing in the same spot over and over, it's probably because she can smell it. Even though you might not be able to, she can. Try using some vinegar and baking soda to get the smell out.

Use a good enzyme cleaner. I recomment Natures Miracle. It is available at most pet stores, or even on line. The enzymes destroy the urine, therefore the scent. Your dog smells the scent, thinks it is alright to go there because she has gone there before. But you need to know that it takes a number of applications before it destroys all the urine and scent. So keep applying it to all the places she has gone. I found if it is in a corner or a not so trafficed area of your rug, spray it on, let it sit for a while to soak in, then mop it/vacuum it up, then re-apply it, and let it sit. I put a laundry basket over the area to keep the dog away from that area. I did this quite a few times until I was sure the scent was gone.
If you are going to get a new carpet, which may help, make sure you clean the floor thoroughly before you have the new carpet installed. The scent can get into the wood underneath the carpet, and if not cleaned thoroughly, the scent will still be there and you will have the same problem. Clean it a number of times before putting the new carpet on top of the floor.
I hope you are at least trying to potty train her!! By crating her or taking her out often.
Since you say she is a small dog, there are what I call "prissy pants" they are made of cloth, like a diaper with a hole for her tail. You put a disposable pad in them to absorb the urine if she pees. This will help protect your house. It is not a house training device, just helps protect things until she is house broken.
Good luck...have patience and be diligent with the Natures Miracle, it takes time to work.

Getting new carpet might help (when she can't smell it there anymore). Keep a good enzyme cleaner on hand (I recommend Orek's enzyme spray - only available at Orek stores, but the best I've found). Crate her in a den when you can't be with her. And if you can, use a baby gate to keep her from getting to the spot.
It sounds like a marking issue rather than a housebreaking one. Is the dog neutered? That might help.

Crate her when you can't watch her. Be sure and use enzymes to treat the floor under the pad before you put the new carpet down. Also, be sure she is getting to go outside often enough. It's up to you to know she needs to go outside and not depend on her to ask.
