Retailers are not required to accept ANY credit cards, no matter what country they are located in.

Some online retailers deny credit card purchases made from certain countries based on a high percentage of fraudulent purchases being made from that country.

Retailers have every incentive to prevent credit card fraud. If a retailer accepts a credit card for payment, and doesn't verify its authenticity, the retailer may suffer the financial loss.

If you are in a country different from where the credit card is issued (or will be traveling outside your home country), it is best to contact your issuing bank and inform them that you are (or will be) traveling out of the country, so they don't deny purchases while you are traveling.

Wise Owl is correct. I'll go one step farther. Merchants are not required to accept ANY form of payment they don't want to. They can even refuse cash if they want.
