Some nice suggestions, but I use a free program called Webshots, from http://www.webshots.com/

At the top of the page, click on 'download'. On the next page, it's evident what you press on. It says 'Download for PC'.

When you've downloaded the program to your hard drive, double-click on the .exe file. After installation you can right click on the icon that it puts in your taskbar aand select Photo Manager. Here, you can click on 'Add More Photos' and guide it to where your own photographs are.

In 'Options' you can select the frequency between when your photographs change. The least amount of time, however, is every 15 minutes.

One of the advantages of Webshots is that you can download 5 professional photographs each day. Another option available is that you can download as many 'Community' photographs as you like.

Give it a try, I think you'll like it.

Something else you might like to try is visiting http://www.downloads.com and doing a search for Wallpaper changer. (Click the link below, and it'll take you directly to the page. Do check them, however, by hovering your mouse cursor over the name of the programme as they're not all free. Hovering your mouse cursor will display a small box that gives a little detail about the programme.)

For free, yes, if you get Gimp Shop (for free) and make the layers of all the different pictures you want, then go to filters, animation, optimize for GIF, save it as yourpicturename.GIF,
then put the GIF image on your desktop. if you had an apple, you could use image ready, or something like that, then import the folder and save as GIF. but if you don't know much about picture editing/graphic arts, then get someone who does to do it for you, and if you don't know anyone, then i don't have anyother ways i know of...
