potentially, yes. but it is rather unlikely. Damage to any part of the body can cause cancer, but it only usually happens after years of damage (hence why cancer is more common in the elderly). (a typical example is basal skin cancers developing behind the ears of people whose glasses rub)There are also many other causes of cancer.

never heard of anyone catching cancer from picking at their lips

cancer is a mutated gene...you can not get it from picking your lips, scratching your arm or kissing someone with it.
