Yes but it also depends on the structure of the hair. Is your hair straight, curly, wavy, or coarse? Obviously I am going to say that it is thick so it will definitely take weight off which will take away the poof.

Q1: Probably. Q2: Probably not.
The poof could be caused by hair breakage (you have broken layers that you can't see) so take better care of you tresses. I would suggest having your stylist use only scissors to thin/layer and never use a razor to thin/layer. Hair breakage occurs from ponytail holders, running fingers through the hair and dryers/curlers/straighteners.
The poof could also be a natural frizz - you can find all kinds of products for that.
Get your hair trimmed every 4-6 weeks, poof could also be split ends.

If you layer your hair it will take away some of the poofy look and when you thin it the poofy look will go away to but it will look worse. I would get layers.

I'm sorry no matter what you do your hair will still be like that. Take this from experience, as I'm getting older my hair is getting bigger.I hate it!!! but I've gotten use to it. If I want it straight I have to straighten it. but I think you'll like layers just straighten your hair it's worth it! you'll get lots of complements!

Get it cut with a razor. It will take off a lot of hair and make it less puffy and thinner.

Go to a good salon and ask the hair dresser, what you can do, they went to school for this, and can help you the most. Best Wishes!
