It might have something to do with what they are eating or the bowl they eat or drink from. This happens a lot in cats and is called chin acne. A lot of times it is related to some kind of allergy or other reaction from using plastic feeding dishes. Switching to stainless steel or ceramic dishes usually prevents it. To treat it, just keeping it clean with an antibacterial soap like Dial and dry with rubbing alcohol (it burns if the pustules are open and bleeding so be careful with it) usually clears it up. Some people like to use acne wipes like Stridex and that helps dry it up.

I would first have your vet take a look at it just to make sure it's not something else like mange, ringworm, or something else. Also, fleas sometimes like to gather and make nests in places that are hard for your dog to reach so make sure you are using a good flea control regimen.

Sometimes they are allergic to plastic. do not feed them from plastic dishes etc. Could be an allergy or bites from something in your carpet. Could also be what is called hot spots. You need to use a cotton ball and wipe them off with peroxide. Dab a little medicated powder on them . Try giving them one tablet of benedryl per day for one week. The over counter one is what my vet recommended. There is also an on line vet you can ask questions of for about 5 dollars on credit card and they will give you lots of answers and help. I use them. I think it is Just askavet.com I'm not home so I cant look it up right now. And take them to your vet too. It could be a food allergy or they both might have gotten into and licked up something from a garage floor ? or outside that they should not have put their faces in. Since they both have it... Good luck . Just keep it clean for now. do not rub it. Just dab it with some antiseptic or peroxide.

This sounds like acne.
Dogs can get acne, too. Typically it shows up as bumps on a dog's chin that resemble those seen with acne in people. In some cases, this can be the result of allergic reactions. Plastic food bowels may be a source of these reactions in some dogs. Demodectic mange, immunosuppressive disease, drug reactions and trauma are other possible underlying causes.
Canine acne usually occurs on the chin of affected dogs. It resembles acne in humans and it tends to occur in a similar pattern, showing up in adolescence and continuing into adulthood in a small percentage of dogs. Short coated dogs, such as boxers, bulldog and Doberman pinschers are most commonly affected. Usually this is a minor problem but some dogs can develop significant infections.
It is necessary to appropriately treat any underlying disease in order to succeed in eliminating the acne long term. Most cases of canine acne can be controlled.
Mild forms of acne may just appear as reddened bumps on the skin. More severe cases may have larger hard lumps, sometimes associated with a draining tract.
It is not always necessary to treat acne. When it becomes a problem, it will often respond to treatment with a shampoo containing benzoyl peroxide. Dogs may be sensitive to gels or shampoos containing greater than 2.5% benzoyl peroxide. In really severe cases, antibiotic treatment lasting several weeks or even short term treatment with corticosteroids may be necessary.

They may have picked up an infection from their feeding bowl if both share a bowl. Since both are affected, I would look into areas that they share to come up with an answer. Call your vet as well, they will need antibiotics.

It sounds like it may be thrush, an oral fungal infection. This usually goes away on its own in a few weeks.

Make sure that your dogs don't have access to old moldy sticks in the yard, clean all their toys, make sure they have fresh water every few hours.

If the problem persists, i see a visit to the vet in your future.
