Your best bet is to contact hotels directly. I'm sure they will have a policy regarding minors. Whatever information you get should be put in writing - you don't want to get there and have a problem with the place!

if your only 16 and your going on "holiday" to scotland without parents, i would think that your parents would at least make the arrangements for that.

You should probably contact the hotel first but anywhere should be fine.
