Do you live in the US? If you do, the IRS or your state Dept. of Internal Revenue would you send you a letter. The letter would say that you were overpaid on your family tax credit. Don't give them any money, this is a scam, the government would not call you on the phone.
Trust me, if you owe the government money, they will let you
know, but it will only come by mail. Not a phone call or email.
You might want to report this to your local police department, so they can be aware of this scam going on in your area, because some poor soul will fall for this scam and lose their money.

the tax credits would have wrote first telling her to get in touch and stating a date when the over payment would have to be paid back by, if the letter was ignored and she did not phone them to discuss the over payment then tax credits would phone her

I have been overpaid a dozen times. They NEVER demand money they just stop paying, or deduct a bit depending on how much it is. Your friend should phone tax credit and ask them to send him a copy of all correspondence concerning that tax year as it is as much his right as hers. Me and my husband alays get a copy each and we live together. Dont give her any money they wouldnt just ask for it back talk to them first it is their split responsibility to pay any overpayment good luck, I HATE tax credit!!!

as this was a joint claim, get him to ring them, with his national insurance number and ask for the conformation because joint claims ALWAYS get a letter each, one for the woman one for the partner! do not give over any cash until proven!
