Yes, but they will need to file the paperwork with INS in order to get a green card for the person.

Yes, but staying with your new spouse will be problematic because you have immigration to deal with. From my experience and the experience of a friend who went form the USA to Canada, I believe it is generally easier to immigrate to the USA.
