According to wikipedia, "Sarcasm is the lowest form of wit " is usually attributed to Oscar Wilde, but this is untraceable. So nobody really knows.

Personally, I doubt that he said it, as much of his humour was very sarcastic and cutting.

It is generally thought to be Oscar Wilde, if in doubt just say Oscar Wilde, it is usually him, when you get an unattributable quotation.
