There can't be "common" courtesy in an "uncommon" mix of people such as that in the United States and especially in California (though I don't know where you are).
The traits of Hispanics you mentioned are probably stereotypes, but stereotypes are pretty much validated by somebody, otherwise they wouldn't be what they are. The Hispanic culture is a lot different just like every other culture. I've had problems with this being in a predominently Hispanic apartment building, but I've learned to just treat others as they treat me.
Long story short, if they cut in line, voice your opinion. If they don't move, cut in front of them right before "their turn" is up. :-)

There is such a thing as common courtesy, however it is rarely used anymore.
I don't think that you should zero in on any one specific group of people though. You are being pretty rude yourself by doing that!
I have found out lately, by working at a job where there are 'minorities' employed, That they tend to be MORE considerate of others than my fellow American employees.
They offer to share, hold doors, say please and thank you, show true concern for those around them. THEY actually CALL IN if they are not going to be in! And they are not afraid of hard work!
Lately I see alot of spoiled rotten Americans who give us all a bad name, such as you just have!
Maybe if you took the time to learn a little about them, display some common courtesy to them instead of looking down your nose at them, and understood the hows and whys of their desire and need to be here, you would not come across as rude yourself!

That's because parents aren't teaching kids to respect others and have manners anymore. And for the most part the parents seem to think they're better than everyone else. Guess that's what living on welfare does for ya.

I've noticed that the rudest people whom I've encountered are the more well-to-do.
Wealth certainly does not breed civility.
If anything, the wealthy people I've encountered seem to have this feeling of entitlement about them.
If I'm crossing the street, and they have to wait, they look at me like, "how dare you hold me up while you're walking & I'm driving my flashy SUV".
The ones on the cell phones have no qualms about loudly discussing anything & everything over their phones while in public places like the grocery store, or in doctors'/dentists' offices; then they look at you like "how dare you eaves drop while I'm talking on my phone".
I saw a driver of one Cadillac Escalade, who couldn't wait for the Mom & her two kids to completely cross the street, splash them driving thru a puddle in a crosswalk. All he had to do was wait a few more seconds & they would have been clear, but NOOOOOOOO, he's too important to wait for pedestrians.

are you afraid of pointing out that even African americans do the same thing? is that part of the delicate balance you got to maintain so you don't sound racist?
I've seen people of various communities who are loud, cut lines etc but that is based on how things are in their home country, you can't expect everyone to be like you are. if you feel speaking softly is the right thing, others may percieve that as rude and that you should be loud. Maybe you are just way too westernized to be open to nuances of other cultures as others are to you?
