Nero Ultra Edition has a SVCD and VCD plugin to do exactly what you described. However, it is not free. It normally costs $89.00 USD at your local computer software store but you can get it online for $69.00 (e.g. newegg.com). Nero does provide a free 30 day trial period to test their software before deciding if you want to purchase a license. You can download a free trial at http://www.filehippo.com/software/dvd/
The website has 2 versions, version 6.6 and 7.0. Both will do the job but you might want to download 6.6 since it is significantly smaller in size.
