My neighbor has a 16 or 17 year old son who works at night and his wife works during the day so she must have papers. Once in a while, my neighbor will go to work but have somebody pick him up so he's probably afraid to drive. They are in charge of shoveling the property for the landlord (probably get a discount on rent), but they do a horrible job and don't throw down salt or ice melter. He is incredibly rude and stuck up and nosey and stands outside of my apartment window as if he owns the place. The list goes on and on. Should I report him because I know karma sucks a** and he has a family, but he is so arrogant...

Being arrogant is not proof that he is an illegal alien. There are plenty of native borns who are overly impressed with themselves. You have a lot of assumptions, none based on any facts that you told us about. Report him to the land lord for being rude of not doing his job properly. You don't have any reason to report him to immigration.

If you have no idea if they are legal and they just act like jerks and you don't like them, then you should shrug it off and forget about it. Being Mexican doesn't make you illegal, and being a crappy snow shoveler doesn't mean you should be deported.
