Is he washing it a great deal? Sometimes a grass seed can get under the skin and work its way in causing great irritation, which in turn makes the dog lick the area, licking away the fur too.

Is your dog licking that paw a lot? Sometimes they develop licking as a nervous habit, to the point that their skin gets raw after the hair is gone. He may need more exercise.

He could have allergies, which causes them to lick and chew on their paws. The more they lick and chew, the more fur gets swallowed or ripped out. If it is allergies a small dose of benadryl would do, but talk to the vet first.
