sounds like this vehicle is well serviced and at 70000 mls is not a lot for its age or diesel engine.VW don't usually have your symptoms, they are prone to Air-Mass module problems but this usually causes a bit of erratic running, if its common rail diesel then you need to get this checked by someone that knows what they are doing, its not a major job they will check for pressure in the injectors you may have 1 with a problem, if anyone has inter-feared with injector pipes and not replaced with new that is also a problem.your cam belt is not the problem.Get the throttle cable checked by whoever fitted it.if your not getting mis fire type symptoms it sounds like an injector.Get it checked by someone who has the Bosch KTS diagnostic tool, VW use Bosch equipment as o/e fit, they are also half the price of dealers and should have had Bosch training.

It could be lots of things but check that the new throttle cable just fitted has been fitted tightly, it may have slipped a little bit. Also there is a crank on the throttle cable approximatly underneath the driver which could have become distorted or displaced which could also cause the same trouble.

Check all intercooler pipes have not come loose. Check mass air flow sensor is OK

Failing this ask the garage that's doing the cambelt to run a diagnostic on it

Similar happened to my fiat, it was one of the injectors that was bust and needed replacing. It used to drive fine and evetually got slower and slower until it would not go over 40mph.
