The use of bubble wrap and a strong box would be a good idea. If you have a plastic container either a purpose made box, or reuse containers such as the ones you buy meat in, to put the cakes or cookies in, cover with clingfilm, pad out spaces with bubble wrap, wrap in more bubble wrap and place in a box with anything light weight to take up the spaces. Seal the box well and it might help to write 'Fragile' on the outside.

If you can find a tin.....like a cookie tin, that is big enough it should protect them.
I would do brownies rather than cupcakes though, because frosting will definitly get messed up.
Place brownies in cookie tin, tape it closed with the thickest tape you can find and you might have to ask the Post-Office if it needs to be wrapped or boxed more than that. But the tin will keep them fresh and unharmed.

I am not sure about cupcakes, but brownies are relatively easy.
1. wrap each brownie individually in glad wrap to maintain freshness. Then place brownies in single layer inside bubble wrap bag. Wrap with another piece of bubble wrap. Place inside box. They will arrive fresh and in one piece.

for cup cakes, use cup cakes holder container. that would make it easier to send as it will not be messy
for brownies also pretty simple, lunch box container would do, i suppose

you can send them successfully in a hard plastic tupaware container posted recorded delivery and with fragile wrote on it :)

try calling your local UPS store and talk to them. They are used to shipping just about everything and could probably help you with any questions taht you have in regards to packing food.
