I think so. A double line is not going to prevent a pre-schooler
from walking out from behind the bus and right into your path.
It's the law in most states to stop regardless when the lights
are flashing. But even if it's not, I'd rather stop than risk the
alternative.

Many have stated "Yes", because it is the law and that is true. However, the real issue is why is this the law. It's for the kids safety NOT if it is convenient to you driving the vehicle or not!
Let's try another scenario. Let's say that you come to a marked cross walk and there are children present. Do you continue through the cross walk because you have the "right-of-way" or should you defer to them for their potential safety.
The answer to this question goes far beyond what the law states! Be safe for their sake not if it's convenient to you or not!!!

Four lane highway ,no. Even though you will see others stoping. The double lines has nothing to do with it. A school bus is not aloud to have a child cross a four lane.Two lane highway you must stop double lines or not. State of Ohio law.

In TX, the only reason that oncoming traffic doesn't have to stop is if there is a PHYSICAL BARRIER between the two directions of traffic.
In your case (the double line), YES, you must stop.

Yes, in my younger sisters driving manual it says you must stop 25 ft behind/before a school bus when its lights are flashing red.
