income based is an apt that offers low income housing.. usually has elderly and disabled.. Sect. 8 is the same thing except it is a voucher.. U can choose ur own place to live and after a year it is portable.. u can move to any state with it and if u move to another state u won't have to reapply and be on the waiting list again. It took 3 years to get on AR Sect. 8..I transferred to MO, I was auto on sect. 8.. I had a voucher.. With income based apts.. u have to live where they tell you and if u move, ur screwed.
