Absolutely.
It's important to remember who your audience is - to avoid offending someone.

Joking around with others is a gift and if you can do it and not offend - you are a great person who can shed light and laughter (depending on the joke however) In most cases, one should consider 'who' you are joking with. If you have a relationship with someone, and they know you are a prankster - joker - they might not be offended at your jokes. If you are one person in the middle of a group and very few people know you -it would not be wise to say certain things without knowledge of the people. You could always prerequisite your joke by letting unknown individiuals know you are 'not serious' and hope that you don't offend anyone. Sometimes that is all that is necessary to prepare others. But in any case I would never refer to sexual, racial or cultural jokes because they can go very deep and you don't know if you are offending anyone or not - because some people would never say. Some jokes you just stay away from - period. And even if you offend - there is nothing wrong with saying - I am sorry.

I guess it depends we all can easily say we were joking but when the joke happens to us we can get a bit itchy about it. However some people love to joke and can easily take one and some people can get really itchy at anything. I think though we can tell when it's ok to joke and not but sometimes we just can't help working someone up. Don't worry about the other person say sorry and then act boring around them see if that makes them see the brighter side.

of course...
everyone's sense of humor is a little different
if you find some-one with a sense of humor similar to yours-then you'll be able to joke around with them comfortably
....and everyone is offended by different things, you really have to know some-one well before you tell one of those off-color jokes without offending them

Absolutely, some people are humor impaired.
And at times, I find myself offending normally good natured people, if I do not read their mood correctly at the moment.
All you can do is sincerely apologize.
