Try these steps

1. go to add/remve programs and remove anything you don't need, in particular any adbars or toolbars.

2. get rid of adware and spyware, go to http://www.download.com and download adaware, spybot search and destroy and soywareblaster.

3. run a full virus scan with your antivirus, there is usually an option to do a deep scan.

4. you can get windows to repair system files by doing start > run > sfc /scannow This may need access to the original install CD.

5. get ccleaner from http://www.ccleaner.com this will clear any unneeded files and also scan the registry

6. as a last resort reinstall windows, before doing this back up anything you need and I would suggest downloading any hrdware drivers you may need before doing update.

If you have a pop up warning you of bugs and errors, then its the pop up which is the problem and its caused by spyware. So you'd need to scan with Spybot Search and Destroy.
Otherwise use Ccleaner.

Yes, indeed, Spybot S&D, Ccleaner and Ad-aware are all excellent & free. You do have anti-virus, don't you? If not, try AVG or Avast! (also both free).

eirther reinstall windows buy spyware doctor spybot search and detroy which could be found on www.download.com or make a new user account and either keep or delte your personal files

Try reformatting your HD... just make certain you have backed up on cd or dvd all the files you want to save... this will restore your HD to what it was like when it was new !

if it is bad...re format the entire machine and get Sophos anti-virus...it kicks *** on all the others...
