my check is 28000 dollars will the bank let anyone know about my check before i can get it out after it clears say maybe 10 days

A lien is a legal claim against an asset

A LEVY is a garnishment or siezing of assets, generally in a bank account.

If you have a LEVY on your account, the bank is supposed to take everything in the assigned account UP TO the levy amount, ONE TIME. If there isn't enough money in the acocunt one day, the bank is not supposed to check the next day and take any new money coming in.

HOWEVER, that being, said, I know Wells Fargo and some other banks willfully violate this rule and keep sucking money out of bank accounts until they have enough to pay off the levy. Right or wrong, once they take the money, it's gone, and suing the bank does nothing useful.

a LIEN can generally only be filled when you sell the asset with the lien. If it's a house, the lienholder (government) gets paid with the first money, and any leftover goes to the next in line lienholder (usually the loan maker). If there's leftovers after that, then you get it.

I am workin at a bank right now... If you have liens and judgements against you, you cannot get the check cashed even with a 10 day hold on your account until it clears because you still owe money to the people who put a judgement against your account... you need to pay that first and get all liens and legal holds removed from your accounts... Even if you went to a new bank I doubt you will be able to open a new account because you will probably be reported to ChexSystems which is where all banks and other agencies report people that either owe them money or left their bank with too many NSF's
