The reason they burn is either a high alcohol content or excessive flavorings like mint or cinnamon to try and cover up bad breath. Diluting it really does not help oral health, it only reduces the amount of burn.

Over time, alcohol in mouthwashes can lead to more problems in your mouth, including oral sores. Some people believe that it can directly cause cancer but results are inconclusive (see ADA report below). In my opinion alcohol in rinses dries the mouth, can lead to sores and other problems which in turn can then lead to further disease, infection or worse.

Mouthwash is often too strong for me and I dilute it. I also do something else you might want to try. I put mouthwash in a little squirt bottle and squirt it on my toothbrush after I've brushed my teeth and rinsed. Then. I brush my teeth, gums, and tongue this way. It isn't diluted but there's not enough of it at one time to be too strong. It leaves a nice clean feeling.

Yes it does lose its effectiveness, but I know how much they burn also. Maybe you can "wash" with the diluted solution 2-3 times a day so you will get the same coverage.
