it's been a while, since these "technological breakthroughs" but from Africa came:
1) humans
2) use of fire
3) domestication of animals
4) the wheel
etc, etc for a few eons
why do you exclude south Africa? the population is primarily (vast majority) native.
also, in Africa 86% of the wealth is held by approximately 12% pf the population. that means if that if the average annual income is $10,000, then then one guy gets $85,000 and the other 9 get around $1,666. - not really an open environment for scientific exploration.

I don't know about the laser thing but technological breakthroughs take multiple things to happen. One obviously is for someone to think of the possibility. The number of people with time to think rather than work to survive would affect the source of most new ideas. Since most people in the world do not live in Africa but in Asia and since the standard of living in Asia is no worse than that of Africa (probably higher but I don't know), it is more likely that Asia will be a greater source of new ideas. This does not mean there will not be new ideas from Africa but that I would expect more new ideas from Asia than Africa.
The amount of free time available to think about things other than survival is very different in different parts of the world. In a small percent of the countries of the world a large percentage of the free time exists. It is in those countries that I would expect the greatest number of new ideas to arise.
Other factors in technology change are the availability of the infrastructure to create the new things and a set of people with disposable income to acquire the new thing. Again a small number of countries in the world meet this criteria and those countries probably will bring more technological change to the world than others. admittedly the origin of the idea may be from some other country but the implementation will probably be in one of these wealthy countries.
