Sometimes. The concept is called a Theophany - and since Jesus is God the Son, some people believe that about OT appearances.

No, Jesus was only a thought in God's mind in the OT. Many thinks Jesus was alive in the OT, that is not true, But the thought in God's mind was there before the foundation of the world. The angel of the Lord is just that, an angel & as far as the burning bush, That was a pillar of fire that God himself let Moses see his back only, There was prophecies in the OT about Jesus, But we had to wait until those prophecies came to pass.

Some commentaries actually agree with that and so do I. I also think that Melchizedek the high priest was in fact Jesus. In the bible it spells Angel of the Lord in caps so I suspect the translators formed that view also.

The angel of the Lord is Gabriel. He introduces himself in that way in different parts in the Bible.
