I haven't lived in Hong Kong for an extended period of time but after carrying out some research I think that the following link would help you find some vegetable seed shops:
http://iypsearch.yp.com.hk/iypbusiness_e07/en/html/keyword_search/home.aspx

I typed "gardening equipment" into the search box and got several shops which I think would help you.

Packets of seed are generally light and so you could buy them from anywhere in the world and have them delivered to you.

I am a keen gardener myself and recommend http://www.suttons.co.uk as a good source. They are a long established, reputable company.

I hope this helps you.
