Not necessarily. A police officer would have to run your license through a database to determine its' validity. Some suspended licenses are literally taken away. In this case, you would have no license to produce if asked. The information would still be in a database that most police have access to.

Yes, most police departments have state DMV acess in the cruisers. If not in the cruisers, then the statis of your liscense is a mere radio call away to dispatch.
