My best guess is that some dogs that do not know what a bike is perceive it as a threat and go after it. Some dogs might see it as something to investigate so they chase it. Either way it is a habit where the pack leader (owner) of the dog needs to quiet the dog without praising it (which reinforces the behavior, if you try to comfort the dog and nicely say 'its ok' the dog thinks what he's doing is a good thing) until he completely ignores a bike when it goes by.

Because it is a human moving fast on some contraption - so in a high-prey drive or aggresive dog, it triggers that predator instinct.
I have learned something that helps in most situations: get off the bike on the OPPOSITE side the dog is approaching from, keeping the bike between you & the harrassing dog. I stand still & yell at the dog when it gets about 15-20 feet away "NO - GO HOME!" very loudly & confidently - most stop in their tracks, duck their heads & go back to their yards then. I will then walk, pushing the bike till I am out of their sight. Most will try to bite the bike, not the person, so it is better to stand behind it when approached. Hope this helps!
p.s. I have seen owners stand in their yards & LAUGH when this happens - note the address & call the police on them. They are responsible for containing their dogs!

People look like some bizarre wheeled creature flying by. The leg motion, plus the way people stare at dogs coming at them (this is aggressive in dog lingo) usually triggers the prey drive of the dog.
In other words, they are chasing and attacking something like a deer to them.

it is the prey instinct coming out in them and think about what you look like to them on the bicycle . Something coming at them on two wheels? I know it is not right . people should keep their dogs in the back yard away from viewing any bicycles.I hope I helped .
