If you are in the UK, look at the list of breed clubs at the bottom of the page on the link below. You can contact the breed clubs for details of reputable breeders.

If you're in the UK:

This breeder is in Bromley, Kent:
http://www.bozeta.co.uk/

These ones are in Essex & the website says that they currently have puppies available:
http://www.ebonella.co.uk/welcome.htm

This is the GSD Rescue site - couldn't see any black ones on there at the moment but maybe if you contact them?
http://www.germanshepherdrescue.co.uk/index.html

On this site there's an advert for a black puppy in Dorset (the photo is of the black puppies white sister - 4th ad down:
http://www.pets4homes.co.uk/pets4homes/home.nsf/dogsforsale!openform&Breed=German%20Shepherd
(Gosh there's even an advert for blue ones ... didn't realise you could get grey shepherds)
There's also a six month old black advertised as free to a good home but the advert is nearly two months old, so he's probably gone.

And ePupz also has adverts, including a litter containing all black in Carmarthanshire:
http://www.epupz.co.uk/search/puppies_for_sale.asp?breed=German+Shepherd&area=all&st=1&Submit=Search+++

Hope that these help

Go to www.akc.org & contact members of your closest German Shepherd Dog club. Be sure to buy from a breeder that has OFA (or Penn Hip) certified the parent dogs against hip dysplasia - VERY important in this breed!

Get in touch with me through my profile. I can get you in touch with a few breeder's. You have to let me know if you have ever had a Shepherd before as well.

Blacks are not mismarks! Black is a recessive gene in our breed. If both parents carry black then there will be blacks in the litter.

Your best bet is to go through the American Kennel Club in your area. They have the best animals and you can get their full pedigree history.
