I know how to finish the wall (make it flat) but it's already painted do I need to do something to the area to be fixed before the joint compound will stick?

Use Kilz or another primer before applying the joint compound. This will insure proper bonding.

Rough up the paint a little with some fine sandpaper and patch the area. When dry and sanded smooth, apply a primer coat to the area as the compound will suck up the paint and leave a dull looking spot...then repaint and you should be good to go!

Yea sure you can. Rough up the paint it little with sandpaper and you can apply spackle or joint compound over the paint.
