For those saying, wrongly, that Flemish and Dutch are the same, come over here in West-Flanders. Ours is a language on it's own. But, apparently, somebody decided people should speak Common Dutch in Flanders, making our language sound like a patois. So, if you state that flemish an dutch are one, why do they subtitle us on tv and not one from Antwerp or Limburg ? Talk about being hypocrits...

Just a thought ... could it be for the hearing impaired? Here in Sweden they often put subtitles to TV programs even though they are in Swedish and the reason is so that the hearing impaired can enjoy TV too. That also makes sense for people that "read on lips" since the dialects is quite different from each other sometimes.
Other than that I'm not sure what you are saying, and not sure how to answer.

I'm not really sure of what your point is. I can confirm that Dutch and Flemish are not the same, as I understand Dutch, but not Flemish.

What it could be is to make it easier to export shows to the Netherlands. It sounds like a cost-effective move rather than a cultural one.
