It seems the girl would like to be friends with you. So just go up to her and say hi. Afterwords just "play it by ear". Just make chit chat and then see how the conversation goes along. if it goes okay then invite her for some snacks or have coffee at a cafe like starbucks. the rest would be easy.

Hello and some sort of conversation starter about her. People like to talk about themselves so, "Hi, where are you from is a good one." Or, compliment her or if you see you might have something in common tell her, "Hey, I see you like _______ I love that too." Anything to get the ball rolling. Don't ask yes/no questions but open ended questions.

Well it seems if you've been winking without getting spurned by her I suggest you go up and say "I should have introduced myself long ago, my name is ______!" Most girls will tire of the shy routine after a while.
