A lager current is required for startup than for continued running therefore a starter is required to cater for the large startup current required and thereafter lesser current is required.

Capacitance start. Or capacitor start type..

Boosts the Voltage by holding the starter switch so current is low and power is high, rolling friction is less then static friction so motor needs extra power to get started, then the switch is realised and it operates while capacitor get charged for next start.

It is a good idea to have such device when there is a significant difference in power required to run and to start the equipment, heating effect of the current is also avoided on the wiring.

AC motors require starters. DC motors do not require starters.
